Couldn't we be notified when added as a watcher ?

Indeed when we add someone as a watcher to bring it to his attention, it doesn't work as he isn't noticed by mail :/

Hi Jennifer,

There is currently a feature request for this functionality over at https://jira.atlassian.com/browse/JRA-5494

If you take a look at that you can add your input there, vote on the issue, and add yourself as a watcher in order to stay up to date on the progress (you will need to sign up for an account on jira.atlassian.com for this).
