Could you let me know the details arithmetic for gadget Time to first response

Recently , we start using the Time to first response gadget on dashboard , could you help clarify the detailed arithmetic on calculating the time difference from when to when ?  Also there is a question confuse me that the wrong day matched the issue even though no one acted on . e.g. the issue was acted on 15th Feb , but we find it on 18th Feb which shows on the chart by clicking the diagram . This may mislead my decisions so far . Awaiting your response .

I think that that gadget works according to the first public comment made (not restricted to a group) and the commenter must be a different user than the reporter.
