Could you let me know the detail arithmetic for Time to First Response Gadget ?

We start using Time to first response Gadget on dashboard , but i couldn't unsderstand the diagram meanings well , could you tell me how it works on caculating the time difference ?  How the issue showed on related time ? I couldn't unsderstand that why the issue shows on mixed days even though no one acted on this issue at that day? This will mislead me to make any descisions currently , awaiting your response !

I think that this is calculated once there is first public comment done by someone that is not a reporter. That is why the result might vary.
