Costomized Create Issue Menu For Different User Groups

I was wondering if there's a way to allow certain groups to only be able to see/create Tasks when they open Create Menu, and restrict them from seeing/creating Bug, Epic, Story and other issue types? Here's our scenario: In our organization, we use both JIRA Software and JIRA Core. We would like to restrict JIRA Core users so they would only be able to create tasks and restrict them from being able to create other any other issue types. Is there any way we could do this?

You could add validators on create transitions.

We use script validators provided by ScriptRunner plugin to restrict users to create issues of specidied types.
