Copy Jira plugins between instances

I am creating a copy of Jira instance A to B. I dumped and restore the DB (mySQL), everything is fine except plugins, none is shown at B.

This is just easy as copy installed-plugins directory content from A to instance B and restart jira? Will the plugins keep their configuration in instance B?

(note: jira 5.1)

Ideally, you should copy the entire home folder and modify only the DB connection. For plugins, copying installed-plugins directory should be enough.
