ControlTipText on acustom field of an Issue

Hi!

Is it possible to set the ControlTipText on the title of a customfield in the issue page?

When the mouse stop on the name of my custom field like "Complexity", i would like to pop-up the short description ot the "Complexity" that I have inserted when i create the customfield.
