we have an application link between our confluence and jira instance.
We have 2000 confluence users licensed and around 25 for jira.
Does the user who wants to list jira-issues on a confluence page need a jira license or is the ability to see the issues in confluence "free"?

It isn't free. A user will not be able to see jira tickets if you don't have the jira application. In addition, you'll need to have browse permission in the project to be able to see the tickets.
