Configuring issue or comment creation from email

Hi Expert,
I want to configuring Jira to allow creation and comments via email and my jira version is 4.0.2.
As per this documents(
https://confluence.atlassian.com/display/JIRA/Creating+Issues+and+Comments+from+Email)

I am tried to configure mail server or add handler but it's not possible because I am using External User Management.

Is their any way to configure mail server or add handler instead of External User Management(LDAP)?
