Conditions tab missing in a workflow transition editor

I have created a custom workflow for JIRA Service Desk (we use JIRA Server 7.2) and would like to add a condition to a transition. However, no Conditions tab is displayed, only Validators and Post-functions tabs are visible. How do I enable other tabs for the transitions?

I'm guessing you are looking at a "create" transition?  They can't have conditions because before it completes the transition, there's no issue for it to work with.
