I've set up default watchers (as a group) for all of the components I have added in my Jira project. In the notification scheme associated with that project all watchers is enabled.
So I thought that if anyone created (or modified) an issue for that project the default watchers would get a notifcation (email) from Jira, but that does not seem to be case. Any idea why?
Install this must have plugin, https://marketplace.atlassian.com/plugins/com.atlassian.jira.plugins.jira-admin-helper-plugin and enter the users and select the "create issue" event.
The tool will tell you why (or why not) the users would be notified/
