Component Watchers Not Getting Notifications

I've set up default watchers (as a group) for all of the components I have added in my Jira project. In the notification scheme associated with that project all watchers is enabled.

So I thought that if anyone created (or modified) an issue for that project the default watchers would get a notifcation (email) from Jira, but that does not seem to be case. Any idea why?

This widget could not be displayed.

Install this must have plugin, and enter the users and select the "create issue" event.

The tool will tell you why (or why not) the users would be notified/
