Comment visibility in specified screen

Hello

Is it possible to change default comment visibility in a specified screen? I would like to change this value only for specified screen.

If I am rigth, at this moment the default value is "Viewable by All Users".

E.g. specified workflow transition returns a specified screen with comment field. Is it possible to make that comment field in only this screen will have another default visibility, e.g. "jira-users"?

It is not possible without some hard coded customizations. The visibility also looks the current users permission etc.
