Closing old projects

How do I close old projects so they do not show up in the project list? Additionally, how do I prevent users from adding issues to projects we are no longer using?

I change the permission scheme mostly. But see https://answers.atlassian.com/questions/305098/closing-a-jira-projectfor lots of detail and more ideas.

Thanks! I appreciate it.
