How can i close an issue which is pending for approval. We dont have any approval manger for that user. the request is been completed and now we want to close it in JIRA

You need to either have the admin close it or have them add a “cancel” transition to the ‘closed’ status. It should also include a post function the set the Resolution to ‘cancelled’ or similar value.

The admin could create a temporary transition or a transition that is restricted to them or a small group. Often an Approval workflow will include a “bypass” transition that allows the admin to skip the approval for various reasons/conditions. If you have a condition where sometimes approvals are not required then the admin should build the WF to accommodate this scenario.

A transition from Pending Approval to another stautus should be included. But even now, at least the Project Lead or a Component Lead should be able to handle it and of course also a global Admin. If this isn't the case, the workflow is not well designed.
