We ran into a slightly different issue—we cloned a ticket that was previously created so the watchers were not copied over. After the ticket was cloned, then the watchers were re-added. In this case, we did not receive the email that the Jira ticket was created. Can the watchers be included when cloning tickets? Or can an email be sent after a watcher is added to an already created ticket?

Your option here would be to create a custom plugin to accomplish this.
