In my team, there will be many changes on procedures periodically so I'd like to make sure everyone know and understand procedure updates.
In order to do that, I want to do the followings:
0. Create the project so that I can post all issue procedure in that project
1. Create the "master issue" and state the procedure changes in that issue description.
2. Distribute the issue to everyone (which means clone the issue and assign cloned issues to every team member) (Preferably, I'd like to choose who to assign)
3. Assigned team member will find it that they get assigned new issue and understand procedure updates
4, They'll click the button to close the issue. Now they'll understand procedure updates.
My question is: How to accomplish Step No.2.
Do you guys know any work-around or awesome add-on to accomplish this?

You can use the plugin Automation for JIRA to achieve this goal. You just need to create the following rule:
Of course, you will need to create an action to create each issue for your users.
