I usually create Release Requests by copying the existing the RR and using clone. The process creates new JIRA ID. It worked for more than 2 years.
Off late when I try to clone, issue is created with same JIRA ID. How to resolve this issue?
No.. Actually I'm a QA user of Jira.. If something need to be done by admin, then I can pass on the message to him...
Refer this attachment. Though it doesn't physically create new JIRA ID, cloned issue shows the same ID of the issue cloned.

No Way, JIRA Issue ID (Issue Key) can NEVER be duplicated.
Are you refering to any customfield called "JIRA ID" ?

JIRA IDs cannot be duplicated, so I'm not sure what you are reporting here?
