Client interaction and creating issues or tickets for the development team?

Is there a way the client can login to the system and create issues of their own and assign it to the development team?

Without going through the rest of the system and changing anything else.

We just want to streamline the process of receiving issues or tickets and have the client put them into a system and then we would receive a notification and handle it.

There are a variety of ways to do this, some of them do not even require a login to the system.

If each of your clients is going to have an actual login to Jira you can definitely give them the ability to create issues only in certain projects and even limit the types of issues they can create. You could also grant them only the ability to create issues and view issues they have created witrhout giveing them the ability to see or modify other issues in the system.

There is also the option of email enabling certain projects/issue types so that someone can simply email an issue to Jira and Jira will create an issue out of the incoming email. This would not even require tha the user have a Jira login but it does open you up to the potential for spam coming into Jira and having to be filtered.
