Changing JIRA UI language

I have a fresh JIRA installation for which I cannot seem to get the UI language right.

Following instructions in https://confluence.atlassian.com/jira064/choosing-a-language-720416098.html I have double-checked both the default language in JIRA General configuration, as well as my personal profile language setting. Both are set to Finnish. Yet the JIRA UI remains persistently in original English. I have restarted JIRA a number of times for good measure, but with no effect.

I cannot figure out what it is that I am overlooking. Any hints or suggestions?

It does not appear that the Jira Cloud platform offers a Finnish language pack at this time.  However there does appear to one that you might be able using as a plugin for a Jira Server platform from https://translations.atlassian.com/

It looks like this plugin was created for the Jira 7.3.x line.  What version of Jira are you using?  My concern is that you might be using a different version and in turn perhaps this plugin is not be loaded correctly in an older version of Jira.

Once the plugin is installed, you should not have to restart Jira to make these changes take effect either on a profile level or on a system default language level.   One option I have seen confuse users is the "Indexing language" can be set to another language without showing any clear indications right away.  But if you have set the user profile language to Finnish and it still appears in English, then it seems more likely that there is a problem with the plugin.

Sorry my bad, I wasn't being entirely clear. This is about standalone JIRA v7.5.0 on Windows, downloaded and installed literally yesterday. So no cloud involved.

Curiously, I can go to my personal user profile and change the UI language to e.g. Swedish (svenska). It works on the spot. But selecting Finnish results in English UI.

I even went as far as re-downloaded all over again the Finnish UI plugin (JIRA Software-7.6.0-int-0189-language-pack-fi_FI.jar) from:

https://translations.atlassian.com/dashboard/download?lang=fi_FI#/JIRA Software/7.6.0-int-0189

and installed it as instructed on the page (except that references to "plugins" are of course all wrong and should refer to "addons", etc). But there was no improvement. Selecting Finnish as UI language still gives me English UI.

I even considered the option that the Finnish language choice is just a placeholder, and that there simply aren't any translations for JIRA (unlike e.g. Confluence, which is 100% Finnish out of the box). But then I went to:

So yes, there is plenty of Finnish translation effort for JIRA. I just cannot seem to enable it for my local installation. Which is puzzling.

Hi Vesa,

Sorry the instructions appear to be outdated on our translation site.  I created a new bug ticket to have our translation team update these instructions to be more accurate for modern versions of Jira.

Thanks for clarifying your situation.  I found that I was able to install this plugin you linked to on my Jira 7.5.0 version (but it looks like I had to update the link https://translations.atlassian.com/dashboard/download?lang=fi_FI#/JIRA Software/7.6.0-int-0189 )

So in my case, I was able to select the language "Suomi" and it looks like my system was mostly translated.  There are still words on even this system page that appear to be English to me, but it isn't clear to me if this is a lacking in the translation file, or if perhaps some words are borrowed from English to Finnish.

Are you seeing something similar in your instance?  Or are all these words appearing in English for your instance?  

I am curious if perhaps your browser might be immediately auto-translating certain websites when detected as being in another language.  So it might help to try out another browser like Firefox/Chrome and then again in the incognito/private browsing mode to see if this has any affect on the ability of your Jira instance to translate this content.
