I want to change the time format from am/pm to 24h.
According to the documentation (https://confluence.atlassian.com/jirakb/change-the-time-format-to-24-hours-in-jira-734234435.html) I've changed the following:
Advanced Settings
Look & Feel Settings
But the changes don't affect my cloud instance.
Do you see here any misconfiguration?

I really want 24h format! No any clear documentation how to achieve that.

under "Look and Feel" you choose dd.MM.YY
in you advanced setting I see dd/MMM/YY
Also what time format is set in you personal account settings? When you're in Cloud you need to double check you account information.

I've customized the advanced setting - but I don't affect my site :-( In the personal settings I've the same configuration like you.
My goal is to change this time format to 24h.

We have the same issue, despite the docs saying "H:mm" should be 24h, neither "H:mm" or "HH:mm" work, all times are still in am/pm format.

I have the same issue, it looks like it might be related to the language that you have chosen according to their docs:
If so, are they expecting us to change our language to something like Greek or Russian to get access to 24h format in the issue view?? That would be ridiculous, maybe it's time to create a feature request...

When you go to Settings > System > General Configuration > Advanced Settings, it also says the same ridiculous warning about time format being dependent on language preferences:

If anybody still has this issue: My workaround was to switch from English (US) to English (UK) to have 24h time format.
