Change a board color when there is a blocker issue link

When there is an Issue Link that is marked as "is blocker", how do I change the color of the card?  I saw in StackOverflow that you can use JQL: 

issueFunction in linkedIssuesOf("resolution is EMPTY", "blocks") and resolution is EMPTY

However this does not work for me.  What am I missing?  They mentioned something called ScriptRunner, is that a plugin I can use on the cloud?

Thanks Steven - so it looks like there is a cloud version of ScriptRunner for JIRA Cloud in the Atlassian Marketplace, how is this different?

No, ScriptRunner is not yet available for JIRA Cloud. You cannot make a query that accomplished this today, in JIRA Cloud.
