Could be anything - hardware, operating system, networking, volume of data, bad configuration, bad plugin configuration (or even just bad plugins)

The question is what have you changed recently to slow it down?

How can I optimize the system , maybe tell where to find the manual ? The hardware, operating system, networking, volume of data in normal state

If it's running slow, then one or many things are NOT in a "normal state". Bascially, you're going to need to do quite a lot of investigation here, it's not something we can fix for you. It's specific to your system. Start by looking at what you have changed recently - That is likely to be the cause of the problem. If you have not changed anything, but just carried on using Jira and it's gradually got slower and slower, then it's the size of the data or sub-optimal configuration (often those two combine - you don't need optimised configuration on small Jiras so you don't notice the problem until it grows) If you can't identify any recent changes that might have caused it, then you need to work out where the problem is. Is the CPU or memory maxxing out on the server? You say your page loads are slow - what part of the load is slow? (Browsers have tools that will let you break down how long each component of a page is taking to load). If nothing jumps out of page loads, then look at the content - what is actually on the page? "Requests are processed longer"? What requests? How much slower? Is it a specific type of request, or all of them? Are there plugins or fields that seem to render slowly (e.g. if field X is on an issue page that loads slowly, but another issue is fine and doesn't have a speed issue, then it's a good chance the field is a problem) And so-on. It's hard to attack a problem if you don't know where it is. If it's memory, CPU or general server load, have a look at https://confluence.atlassian.com/display/JIRAKB/JIRA+Performance+Tuning If it's something else, then I'm afraid you need to do the analysis on your system to find the issue.
