Cant change from defualt assignee

We have all the configuration sets but still we dont have the option to change the assignee

About to change default assignee, 

Have you checked your screen scheme? I mean have you added assignee field into screen to change it on edit form:)

You will also want to make sure that your user account in question has the Edit Issue permission.   You need to have the ability to edit the issue in order to assign it as well.
