I am logging in as an administartor & select System under JIRA Administration, I cannot then see System Info - just the Audit Log under Troubleshooting & Support.
Atlassian removed it from Cloud in a recent release.
It's a bit of a pain for admins, as it has some useful information on it. I'd raise it with https://support.atlassian.com to get them to give you the information you're looking for from it.
