This problem is only related to a single user, other users can move their issues without problem. This user is a member of the the same groups as other people. Re-assigning the issue to someone else allows the other user to move the issue. We can the reassign the issue to the original user.
We have tried deleting the user and creating a completely different user (different name and email) and the second user has the same problems as the first.
We are working with user 25 of our 25 user license.

The transition buttons are missing altogether for this user. The image below is from an issue that is currently in the ToDo column.
If I view the same issue using another account I see the "Start Progress" button.
We see no error messages on the page. Is there an error log I can consult?
