It seems to be an Atlassian user licenses control error. I've been told so.

I had the same problem, but now we can work properly.

They 're working to fix it. Anyway, If the problem still remains you should open a ticket issue to your Atlassian support team.

Please advise, we also have the same issue with our JIRA OnDamand.

raise a support request with atlassian @http://support.atlassian.com

so they will respond faster than here

I'm having the same issue. I have 10 licenses available and users are saying they cannot send to Jira. Should I open a support ticket?

Been unable to work all morning ... submitted a ticket two hours ago and got a "we're working on it" message.

No bueno :(

We just started experiencing this issue today. We have 10 user licenses and are using 9 of them.
