Cannot assign certain admin member to Project Lead

Good Day

 

We cannot assign one of our admin members to Project Leads.

Attached are two images, one that shows an admin that is assigned, the second photo shows the error displayed when trying to add one of the admins

No, I don't mean his admin access.

Is he a valid user in the project, one that can be assigned issues?  His admin rights are about admin, not the project.  Also, I remembered, despite being displayed as "andrew", does he have any uppercase characters in his ID?
