Cannot add a new user to to a project

I am trying to add a new user to my JIRA Software Project but the user is not receiving the email. I get a success message in the bottom left corner of my screen when I go to share. When I try to share the link, the user is able to open it but it says "You've already requested access. We already notified the admin of your access request."
How to I allow them access?

For this type of situation you must contact your Organization Administrator.

You have added the user to your project but the user in question does not yet have access to the product (Jira Software) or to your instance

You cannot normally do this as a project admin but your Organization Admin can do it for you

Welcome to the Atlassian community.

Your post tags indicate you are on the Free Jira Plan. Is that correct?

Are you an Organization Administrator for the Organization in which the Jira product exists? Or a Site Administrator, or a User Administrator?

Exactly what steps did you go through to try to add the new user to the project?

Hi @Trudy Claspill it looks like I am the administrator for the specific project, and yes correct I am on the free plan.
Do I need to be the organization admin? If so, where can I find who the organization admin is and then how can I change that to me, if possible?

You may need to be an organization admin to add users to the product. It depends on how the administrators have configured the environment.

Based on the message the user is receiving, the admins have already been notified.

There is not a method for non-admins to get the name of the Organization Admins. I recommend that you talk to the person who helped you create the project, or the person who helped you get access to the Jira product. Those people should be able to identify the Organization Admins.
