Cannot add a new Project. I get a blank screen.

I installed JIRA on my Ubuntu server and was able to add 7 projects on Sunday. Last night I tried to add a new project and I get a blank screen after the project type selection (see screenshots). I've tried on multiple computers and browsers and cannot get it to work. Is there a configuration I need to check or is it a limitation of the starter license? I can only find that the limitation is based on users and not projects.
