one of our users cannot access JIRA anymore, without any change on our side.
We tried changing the password but when user tries to login he gets an empty dashboard.
What is the way to fix it.

It sounds like he is able to logon, but not see anything. If that is the case the permissions need to be checked. He may have been removed from a group or role he was getting permissions from, or a group was removed from a permission scheme. The 'cannot access JIRA' makes it initially sound like they can't even logon.
If you are using OnDemand and the operating system is XP, the highest version of IE would be version 8. This is no longer supported by Microsoft or Atlassian. Your options would be to upgrade the OS and download a newer version of IE, or switch to Firefox.
