Is there a setting so the end user can log into the portal to start a ticket and save it without submitting it into the service desk?
No, there's no draft facility. I doubt there will ever be one for Service Desk - the point of the portal is that you just want to raise a request for something quickly and go back to real work

Thanks Nic, I didn't think the service desk part would have changed. But, we didn't know if there was another part in JIRA that gave that option. Thanks for your response.
