Can you move the User Management admin function from Site Admin to JIRA Admin global permission?

Hi

JIRA Cloud 7.1 User.

We have a number of administrator users but only a single site-admin user.

We wish for our Users with administrator access to be able to deal with User Management rather than just the single site-admin.

Is it possible to move the User Management admin function so it can be assigned to the administrator global permission. I do not seem to be able to do this from the managing global permissions page.

We do not want to make more people site admin as there will be access granted by default to things like billing info.
