Can you import a contacts csv file produced by Insightly into Jira CRM?

No, that is not the same thing. "CRM for JIRA - Customer & Sales" is another add-on.
I don't have any experience with this add-on, so I can't answer your question.

You can ask the add-on vendor directly via their support page.

There are several CRM add-ons available for JIRA. For which of the add-ons are you asking the question?

If you are asking this question for the JIRA Cloud add-on Atlas CRM, then the answer is yes. You can import data from Insightly. You can find more information about the import process in our documentation.
