Can you create custom fields in Jira without a plug-in?

I need to create a custom field but I can not find a place in the native Jira. Can it only be done through a plug-in?

It depends on the complexity of the custom field. Some are builtin.

Technically, all the custom fields are handled by plugins, even though the off-the-shelf ones are bundled in all distributions. It's quite important to understand that the plugins don't provide the fields, they provide "custom field *types*". You then add "custom fields" of that type to Jira.

My question here is are you trying to add a "custom field", or a "custom field type"?
