Can you create another ticket from the workflow of one ticket

We have a type of a ticket that once it's closed, we need a ticket created for multiple projects to let them know.

Is there a way in the workflow that we can have it create a ticket for other projects based on a field that would have project names it pertains to?

We will be switching to Download soon, so plugins and scripts would also help.

A downloaded / self hosted / 3rd party version is definitely doable. Script Runner would probably be the way to go since you may have complex requirements. This way you can code up groovy scripts as post funciton to do what you need.
