Can you create an Icon on the desktop that opens the issue collector and not a web page?

I have internal users that do not have access to JIRA. I would like to have a shortcut on their desktop that they can use to create issue's in my project. Is it possible to create a desktop Icon shortcut that will jus open the issue collector form and not a webpage that they then have to click on a button to open the form?

That should be possible with a third party application such as Electron.  Take a look at the StackOverflow post titled Solutions for distributing HTML5 applications as desktop applications for more recommendations.
