I see in reports that I can create charts for time logged on a usertstory, and charts for story point estimate. But is there any way to create a report that shows how the two relate to each other?

For the mentioned needs of comparing the relation of the logged time with Story point estimates, on behalf of SolDevelo Team, I would like to recommend our app called "Worklogs - Time Tracking and Time Reports".

Unfortunately, you can not create a chart to compare both values out of the box.
What you could do is use Issues inspector (or filters) or list view to select issues and the fields you mentioned like shown below in a table format
And to create a report with chart that shows how logged time and story point estimates relate to each other you will have to use marketplace solutions, or export the data and analyse further outside of Jira (the alternative could be switching to premium plan with Atlassian Analytics, though).
