If the file is available through http:// then you should be able to do this.
This should ofcourse not be done using http://localhost but instead with the servername.

I am trying to link to a file on a shared drive here at my company
I am using the full server name rather than the mapped letter (v:\), but still no joy

the only other option is trying to use file:///<location of the file as displayed in your file explorer>
