Yes, you can write a groovy script, which can create issue(s), and execute it as a service. https://scriptrunner.adaptavist.com/latest/jira/services.html

There is an example of creating issues here: https://scriptrunner.adaptavist.com/latest/jira/recipes/jelly-migration.html#_creating_issues - which you can run as a service.

I think you can. A Scheduled Service that will fire up and create an issue using the groovy script calling the JIRA API.
