Can we show a list of all the team members (with and without assigned issues)?

I want to have a daily report (and a Dashboard widget) for all the team members' progress. In particular, the no. of tasks assigned. But every team member's name should appear in the list, be it 0 or no task assigned. I tried this through JQL but it showed the names who have assigned at least 1 task.

you can make a jql with assignee in member of ()

this works, if you have a user group for your team, but only shows user name when an issue is assigned.

maybe with some addon which can show group members

or with some time tracking addon, in which you can confirue the team

Thank you @Alexander Pappert . I've already tried the JQL. It did not work the way I wanted the results. I'm not sure if there is an add-on available for this. Please share if you get to know about such add-on.
