Consider my Custom field "Impacted" has Value set to "Security" for a issue.Now if someone changes the value to "Network" will it be possible to make it go to some other issue status(make a transition) automatically based on the new field value.
I would recommend for your case the Automation plugin. In this link, you can find further information about the plugin, some examples and how Atlassian use it.
