Basically I am trying to figure out if I can redirect a perticular issuetype to google group or to a headless user? one example is if issuetype is oncall bug it should be redirect to google group or a headless user.

What about rotating assignment? FOr oncall bugs do we have some facility/add-on plug-in where we can mention the name vs date, and bug can be assigned to appropriate person?

No, Jira doesn't do assign to groups. To change assignees, you'll need to write a service that can re-assign issues according to your rules.
