Our support engineers are allowed to create issues, edit issues, view issues, assign issues, and search for issues in our software projects. They don't use other JIRA or JIRA Agile features. After the JIRA Software conversion, will these users need JIRA Core licenses or JIRA Software licenses?
Based on what you described, your support engineers can use a JIRA Core license. Users with JIRA Core access can interact with issues in software projects, they just won't see JIRA Software features like agile boards and reports or development tool integrations.
