Can users in China access JIRA without vpn?

We are working with a vendor in Jiaxing, China.  They have difficulty logging into Jira.  Do they need a vpn?  Is there something to configure so they can access the project we set up?

This is difficult for anyone here to help with, barring more information. What does it mean, "they have difficulty logging into JIRA." That sentence means nothing about the problem itself.

Screenshots, a step-by-step walkthrough, you need to provide more details.

Furthermore you really should take this up with Atlassian proper, since this is specifically about supporting their JIRA Cloud product – https://support.atlassian.com

I've seen other Chinese organisations struggle with the great firewall - it often seems to block access to Cloud.  If that is the case, then the answer is "no, you need to bypass the firewall and a vpn may be the only way"
