As Nic correctly indicates – the package for on-premise JIRA has this ability in general. However, this is not possible on JIRA Cloud, Atlassian's own hosted solution. Please see JIRA Cloud Restricted Functions for more information.

Yes, just tell JIRA to use AD read-only, and then do all your users and groups in AD.
