Admin's would be defined the same way as JIRA core. Either in an admin group or specifying users for the Admin role within your Service Desk project. Either way, we have 4 admins in ours.

Yes there can be as many as you want. They are called agents and Service Desk pricing depends upon number of agents. https://www.atlassian.com/software/jira/service-desk/pricing/
However there can be unlimited customers who can open tickets via customer portal.
