When I try to filter our Jira board, it says
'Filters are applied
You'll need to clear these to continue'
However, I can't find where any filter is selected, and when I refresh page, I can pick filters but then when I click I get the same issue.

Screenshots would likely help here, but I'm guessing a project template was used to create the project and project board in question, and it has built-in filters already in use. On top of that, you may not have permission to see/change these.
Have you spoken with your Jira administrator(s) about this?

Apologies, didn't realise I can attach screenshot, it's attached now. The thing is, we didn't have this problem before as I've been using/ switching filters comfortably for several months now.
We did make new general filters recently so something might be stuck there, but I checked in those filters and seems to me that they're off some I'm not sure what's wrong.
Could be permissions suddenly changed, how can I check that?
I've also asked internally about our Jira Administrator so I'll see where that goes.

Quick update: I realise the problem only arises when I try to apply the 'Active Card' filter we created (which I used to apply without any issues)

Just out of curiosity, do you have a filter named the same as the filter you're creating in List?
I had a similar issue and did some experimenting. Here's what I found:
There’s a Filter directory with a list of all filters, and a List view when you're looking at a project Board.
When I create a filter in the List view, I can modify it under the Filter directory. However, when I add any "ORDER BY" keyword, the problem occurs. There's a conflict between ordering through the List view and creating a JQL statement that includes an order keyword under the Filters directory.
It's not evident which filters are associated with a List, and I don’t know how to identify them (I'm using the Cloud version; there may be a way to see this on the Server version). Since I can't tell if there's an association, I'm more likely to overwrite or append something that conflicts with how List works.
Removing the "ORDER BY" keyword usually corrects the issue. Otherwise, you need to:
Side Note: In one instance, I created a filter name, then created a List filter with the same name, and the system didn't recognize it as a duplicate. This might not apply to your issue, but Jira Tech Support should check to ensure this behavior is not repeatable.
