Can't select an user at approver field on service desk

I have an "Approver" field filled with project role "approvers", but at the portal, I don't see some people that are in the project role.

I have observed that users that never logged in Jira (approvers that don't need Jira) cannot be selected (are not shown) at the portal.

Just want to ask if this is regular behavior.

I believe this is actually expected behavior.   In JIRA there are a number of default behaviors like this where you cannot assign issues to users that have been created in JIRA, but have never logged into the system.   I think this is a designed safeguard to prevent inidviduals from assigning issues to an account that has not even logged into JIRA and in turn those issues can go unnoticed.
