Can't rank on Kanban even though I have "Schedule issues" and ranking is enabled

I have set up a Kanban board based on a filter.

I have "Schedule Issues" permission on all issues returned by the filter.

The filter ends with "ORDER BY RANK"

Not sure what else I need to do? i can drag issues between columns but not up and down.

Thanks for any help.

Do you also have "Edit" issue permission?

Yes I have Edit permission
