Can't create project using previously deleted project name

We had a department ask for a JIRA project about 6 months ago so I created it for them. They ended up never using it so I ended up deleting it about a month ago. Now they have decided that they want to use it (new manager) but I am unable to create it again as it says that the project "already exists". But it's not there anymore. How can I recreate this project?

 

P.S. There were no issues ever created in the project. And we are on Ver 6.3.10,  server hosted instance.

Do you see a row for it when you do:

select * from project;
